DG Federal Accountant and Public Procurement

  • The DG Federal Accountant and Public Procurement oversees the entire accounting cycle and submits the consolidated annual accounts of the Federal State. It manages, develops and maintains the accounting/financial ERP system and the public procurement digitalisation platform. It also makes grouped contracts available to its clients through its central contracting office.

    In concrete terms, the DG Federal Accountant and Public Procurement offers the following services.

    Federal Accountant

    • Advises and assists the Federal Public Services (FPS) and Public Planning Services (PPS) on general, analytical and budgetary accounting: documentation of end-to-end processes, accounting instructions, monitoring of closing processes (monthly/annually), interpretation and implementation of the law of 22 May 2003 (and its updates) and international principles and standards in public accounting...
    • Develops tools for financial management control: setting up analytical accounting, reporting to management, etc.
    • Manages and ensures the follow-up and development of FEDCOM, the ERP platform of the federal administration: maintenance and integration of financial management processes, launch and management of new projects with FEDCOM, granting and management of access rights and roles in FEDCOM...
    • Draws up the consolidated annual accounts of the general administration (FPS/PPS) to be submitted via the State Secretary for the Budget to the Court of Audit and Parliament, as well as the consolidated annual accounts of all federal entities (FPS/PPS/institutions).
    • Ensures the implementation of an end-to-end platform integrated with the e-Procurement platform and the accounting/financial ERP systems (e.g. FEDCOM) within the federal administration. This platform is designed to support the hybrid collaboration model and provide a joint procurement framework.
    • Assists client organisations in the exploitation of their accounting and public procurement data: figures in the field of finance and public procurement.

    Procurement

    • Coordinates, implements and monitors an effective and efficient public procurement policy for the federal administration
    • Provides assistance to federal government buyers by:
      • providing legal advice on public procurement
      • making available standard documents
      • providing information sessions and training and offering support during projects
      • capturing needs and volumes, analysing contracts, gathering information on suppliers and proposing bundled contracts
      • managing grouped contracts as a central public procurement office
      • assisting in the drafting of public procurement documents.
    • Monitoring and developing e-Procurement, the platform for digitalising public procurement, and supporting all Belgian contracting authorities and companies (national and international) using the platform.
