Coordination of EU Positions in an International Context

The aim of this briefing session is to provide an overview of current practices relating to the establishment of "external" Union positions and to present the underlying policies, legal principles and rules.

    The briefing sets out current practices across different sectors in relation to the adoption of positions in international bodies on decisions having legal effects and in relation to the adoption of Union positions, unilateral statements, declarations and lines to take in international fora and international negotiations.

    Officials responsible for the coordination of EU positions, in working parties or international fora. 

    This training helps you prepare for your role during the Belgian presidency of the Council of the EU in 2024 and is only for those who have been designated by their organizations to play an active role in this presidency.

    Presidency and the Secretariat co-operation in an international context 

    This session deals with a general framework for establishing EU positions in an international context. It explains the role of the presidency as well as the responsibilities of the presidency. In addition, the services that the Council Secretariat can provide to the presidency will be highlighted.  

    Overview of the legal framework in external relations 

    This session provides the legal framework within which the presidency operates. The session describes among other things the adoption of positions in international bodies, decisions having legal effects and the adoption of EU positions, unilateral statements, declarations and lines to take in international fora and international negotiations.  

    EU coordination in an international context - practical examples  

    There are rules and practices. This session provides practical examples of coordinating EU positions. In addition, presenting EU positions and negotiations with third countries and parties will be explained.
